ZacharyZhang-NYandClaude Opus 5.5 b714024d2b Release: sign and notarize macOS builds from repository variables
The macOS job reads ELY_SIGN_IDENTITY and ELY_NOTARY_PROFILE from the
repository's Actions variables; ci.sh fails on macOS when either is missing.

ZacharyZhang-NYandClaude Opus 5.5 8a942e6d80 Remove CEF: the web content crate, ElyMark's page, their packaging, licences and tests (C14.5)
PRD and agents.md name the native route; ElyMail's body will not use
CEF or Electron. ElyMark's package carries the KaTeX fonts' OFL.

ZacharyZhang-NYandClaude Opus 5.5 e48035cdd5 Windows kernel no longer hangs on a second start; CI for three platforms
Lightproof, the Python grammar checker in the English dictionaries,
hung the Windows worker whenever a profile was reused; macOS and
Linux carry no Python, so it never ran there. The build now drops it.
A killed worker's profile and document locks hung the next start or
load: the worker runs with SAL_NOLOCK_PROFILE and ely.xcd turns off
LibreOffice's locking; Ely checks conflicts itself.

release.yml runs scripts/ci.sh for each platform on tag push: the
Mac mini builds its engines once in a lasting clone, the Windows
runner links this machine's engines, and Linux builds in WSL on that
runner. makensis reads the script as UTF-8.
