WebView::open_inert makes a browser with JavaScript off; ElyMark's staged print page uses it. webprobe opens one page both ways: the scripted copy must report, the inert one never. The CEF router drops a query that lacks onFailure, and queries made before the router is ready are lost; agents.md says so. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

tests/fixtures/web/inert.html:6（关联tests/scripts/webview.sh:71）：固定等待 500 毫秒后只发一次查询，不能可靠证明脚本未执行，回归检查会漏报。复现：独立副本仅把open_inert传给opened的scripts改为true，Windows 与 WSL 的原探针仍到达probe: inert loaded、probe: hold，且没有inert ran，因此 M-15 新增断言仍通过；同一副本的样本追加同步 console 警告和 5 秒后的查询，两端均确认脚本执行并收到probe: inert ran late。证据在.work/M-15-r1/的windows-original-mutant.out.log、linux-original-mutant.out.log与两端的*-diagnostic-mutant.out.log、*-diagnostic-mutant.err.log。修复方向：让执行回报可靠送达，并要求同一页面在开启脚本的正向对照中报告执行；验证scripts=true的变异能稳定使该检查失败，不能只凭一次查询没到达判定通过。
