Add Simplified Chinese as a system language

The installer asks for the language before the keyboard, and
Setup > Language (omarchy language en|zh) switches it later. Under
zh_CN the menu reads its labels from omarchy-menu.zh-cn.jsonc, the
shell from I18nZh.js through I18n.tr, and notifications are worded
by their sender through omarchy-text, which reads the same table.
User text is never translated.

When `LANG` starts with `zh_CN`, `default/omarchy/omarchy-menu.zh-cn.jsonc` is merged between the defaults and the user extension. It only retitles shipped ids, so a user extension still wins, and the language follows `/etc/locale.conf` instead of any file `omarchy update` rewrites.
The sample extension at `config/omarchy/extensions/omarchy-menu.jsonc`
(refreshed into `~/.config/`) documents the format in its header and ships
only comments, so the default state adds nothing.
