Move Elsewhen into Omarchy as omarchy.elsewhen (#13429)

* Move Elsewhen into Omarchy as omarchy.elsewhen

The world clock ships in the shell tree instead of its own package. A
migration renames existing bar entries with their settings and removes
the retired package.
