1f100bdf3f Stop advertising forced user-setup reruns (#14194)
User setup recreates installer-seeded files, so presenting a full rerun as a refresh or an after-login recovery step implies that it safely preserves an existing account. Remove that advice from first-boot provisioning and both user-setup entry points. Setup failures still report the log path, and provisioning behaviour is unchanged.
