packages/publish-cn-packages.sh uploads the omarchy-dev and
omarchy-settings-dev builds (token via curl config on stdin), and the
release checklist runs it as step 8 ahead of the public Release so the
one-click convert never installs stale packages.

packages/sync-omarchy-repo.sh diffs the upstream omarchy.db against the
registry's own db by filename, streams missing packages through (409 =
already present), and deletes entries upstream no longer lists. Only a
404 counts as first sync; any other mirror-db failure aborts rather
than faking an empty mirror.

The quattro upgrade script no longer registers the HEY mailto
handler, installer tips stop naming LibreOffice, and the hotkeys,
GUIs, and web-apps manuals drop the entries for removed apps.

The configurator wrote en_US.UTF-8 unconditionally, so a Chinese
install booted into an English system. sys_lang now follows the
installer language, and both zh_CN and en_US locales are always
generated in the target.

The cage wrapper treated the installer session exit code as cage
availability, so an installer abort re-ran the English VT flow. A
gui-started marker now separates the two. Dashboard failure-menu
cases for shell/poweroff now match the localized choice strings.
