Clarify that omarchy-toggle-bar's on/off tracks the bar-off flag (#11803)
on hides the bar and off shows it, matching the literal flag name rather than an inferred "bar visibility on" reading. The behavior is correct and depended on by omarchy-toggle-fullscreen-desktop; this just makes the --help summary say so.
